Rutledge Borough Work Session, November 22, 2010

Gregory C. Lebold, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

The following Council Members answered roll call: Gregory C. Lebold, Diane McGaughey, Brian Costello, Tom Kopp, Jack Borsch, Kurt Morrison, and David Waltz

Also present: Mayor Scott Shields, Solicitor G. Guy Smith, Jerry Connelly- Morton-Rutledge Fire Co., Jack Breslin- Morton-Rutledge Fire Co.

Discussed the 2011 Budget.

State Gas Fund- has no impact on taxes to residents.

Sewer – 2011 charge is $132,758.00. This is based on 80% flow meter data and 20% EDU count. A buy-in cost rebate of $13,500.00 will be used for repairs. President Greg Lebold suggested that an affidavit be required that states no sump pumps or floor drains are allowed in the homes. David Waltz will get a sample from Radnor Twp. Brian Costello will look at ordinances.

2011 Budget- General Fund Insurance is an issue. If the $12,500.00 donation to the Fire Co. for a new fire truck is not included in the budget, there will be a 14% increase. If that amount is included, there will be a 20% increase in taxes in 2011. Mr. Waltz stated that Rutledge Borough will have to include the $12,500.00 in the 2011 budget, because Morton Borough is going to contribute to the new fire truck sinking fund. The Capital Reserve contribution should be kept at $7,200.00, and not raised to $10,000.00 as suggested. Solicitor Smith stated that a preliminary budget must be passed tonight so that he has the numbers for the ordinances that must be advertised.

The millage for 2011 is 4.75 mils, and will be less if the Workers Comp insurance for the Fire Co. comes down.

David Waltz stated that the Real Estate Transfer Tax be increased to 1.5%.

MOTION by David Waltz, Second by Jack Borsch, to approve the preliminary 2011 Budget. MOTION approved unanimously.

MOTION by Jack Borsch, Second by David Waltz, to authorize the Secretary to advertise the 2011 Budget, Wage & Salary Resolution, and Holiday Schedule. MOTION approved unanimously.

David Waltz stated that there are a number of homes in the Borough that have asphalt aprons and sidewalks. He would like Harry Mirra to compile a list of the residences that have this. Mr. Lebold stated that the policy in the past was to leave it alone if the sidewalk was in good condition. Mr. Waltz stated that no asphalt sidewalks should be enforced across the board.

Mr. Waltz stated that sidewalk at 1 Sylvan Ave. is in bad condition. The Solicitor will send a letter.

Jack Borsch reported that the sewer televising was cancelled. A bill was sent for the work that was completed for $1,235.0 for 8 hours, 150/hour. MOTION by Brian Costello, Second by Tom Kopp, to approve the invoice for sewer televising to Pipe Services Corp. in the amount of $1,235.00. MOTION approved unanimously.

Jack Breslin is handling the sale of Rutledge’s fire truck. Folsom Fire Co. liked the truck, but is looking at other trucks. Two ads are to appear in First Responder Magazine and PA Fireman Magazine. B&P Apparatus will charge 10& of the sale price if they sell the truck.

Since there was no further business, the meeting was adjourned at 8:42 PM.
