David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council Members answered roll call: David Waltz, Marlaina Kloepfer, Â Daniel Werner, Marie Govannicci, James Jones, Tom Kopp
Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq.
Not present: Diane McGaughey
Finance– Daniel Werner asked Council Members for their 2015 budget requests.
Mr. Werner reported that he received a phone call from Richard Brown, Rose Brown’s son. Mr. Werner warned the Secretary that Mr. Brown said that he would come into the Borough this morning. Mr. Brown said that he would call the police if he did not get a copy of the plans and zoning information for 132 E. Sylvan Ave. Mr. Werner had a 20 minute conversation with Mr. Brown, in which Mr. Brown used vulgar language. Mr. Brown made an accusation that the Borough Secretary threw out $600.00 in parking tickets because the people were her friends and neighbors, therefore, attacking the Secretary’s character. He has problems with the new neighbors at 200 Waverly Terrace and the downspout on their garage. Mr. Werner was concerned about the safety of the Borough Secretary if Mr. Brown came into the office. Mr. Brown came into the Borough Office today, without incident, as there were 5 other people in the office at that time. Mr. Brown reviewed the information regarding 132 Sylvan Ave.
James Jones stated that the use of vulgar language is grounds for immediate hang-up, ending the call.
Marie Govannicci stated that residents should not call Council at home or work, and should be invited to Council Meetings to air their opinions. Council should pass a resolution to that effect. Solicitor Robert Hunt will prepare a Resolution.
Public Safety – Tom Kopp reported that the streetlight at Morton and Sylvan Aves. is out again.
Recreation: Marie Govannicci stated that her husband will saw the pipe that is protruding at the Triangle Park. Solicitor Hunt suggested that a cone be placed on the pipe until it is taken care of. Jim Jones stated that he will put a cap on the pipe tomorrow.
Tree Commission – Marlaina Kloepfer reported that Kathleen Haskins is interested in joining the Commission as Secretary.
Streets – David Waltz reported that Swarthmore Ave. will be repaired in October. Karl Eilinsfeld will move the sign on Linden Ave. 20 feet away from the stop sign. Mr. Waltz would like to order three palettes of salt because he can get a good price right now.
MOTION by David Waltz, Second by James Jones, to authorize the purchase of three palettes of salt. MOTION approved unanimously.
Sewer: James Jones reported that he has been working on getting prices for sewer repairs to 32 and 213 President Avenues. $5,000.00 has been approved already for repairs at 32 President Ave.
Ten locations have to be patched, at a cost of $995.00 per repair. Mr. Jones will get a price for total relining.
There is no savings by doing the 32 and 213 President Avenues repairs at the same time.
MOTION by James Jones, Second by Marie Govannicci, to approve sewer repairs at 213 President Ave., by General Sewer Services, Inc., at a cost not to exceed $5,000.00. MOTION approved unanimously.
Communications – Marlaina Kloepfer reported that the CodeRed emergency notification contract is up for renewal. MOTION by Marlaina Kloepfer, Second by Marie Govannicci, to renew the CodeRed emergency notification contract for one year, August 2014 to August 2015, for a cost of $500.00. MOTION approved unanimously.
Ms. Kloepfer reported that Lisa Kaufman is interested in putting together a welcome basket for new residents. The costs will be included under the Communications Committee budget for 2015.
The residents of the 200 block of Sylvan Ave. would like to have a block party so that the new neighbors may meet everyone, on October 4, 2014, from 2PM-6PM. The police will be notified and the street will be blocked off.
Planning Commission – Marlaina Kloepfer reported that the Planning Commission is looking for another member. Daniel Werner stated that Jennifer Mickle is interested in joining, and needs to submit a resume.
Mayor’s Report – Mayor Kevin Cunningham reported that there will be an electronic recycling event on October 11, 2014, 9AM-11AM, in the parking lot across from Rios Pharmacy in Morton, and asked for volunteers from Rutledge Borough.
Mayor Cunningham will purchase gift cards for harry Mirra and Matthew Kroon.
Mayor Cunningham reviewed the procedures for the Public Meeting tomorrow night regarding the Firehouse zoning. The purpose of the meeting is to hear from the residents. No questions will be answered by Council.
Solicitor’s Report – Solicitor Robert Hunt reported that Council needs to pass a banking resolution in December, as well as a holiday schedule and a salary and wage for 2015 resolution, that must be advertised seven days in advance of approval.
The Zoning Hearing plans for 132 E. Sylvan Ave., Anne T. Travis was approved with three feet less on the addition and cantilevered two feet.
The Zoning Hearing for Chambers Memorial Church, 2 & 4 E. Sylvan Ave. was postponed until October 22, 2014, at 7:00 PM.
Old Business– None.
New Business – David Waltz reported that there was a meeting today with Catania Engineering, Harry Mirra, and him to discuss the transition of the Code Enforcement Official duties. Dave Ciancaglione will begin on October 1, 2014. He will report to the Borough two days a week, and will be available by telephone. Harry Mirra will drive around with Mr. Ciancaglione on Thursday to show him the Borough.
A State Auditor will be in all week to audit the Liquid Fuels Account for 2012 and 2013.
MOTION by Marie Govannicci, Second by James Jones, to authorize the secretary to contact Calhoun Baker to get information about a low interest loan for the borough. MOTION approved unanimously.
