Rutledge Borough Work Session- September 28, 2015

David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: David Waltz, Marlaina Kloepfer, Marie Govannicci, Daniel Werner

Also present: Mayor Kevin Cunningham, Robert S. Hunt, Jr., Esq.

Not Present: Diane McGaughey, James Jones, Tom Kopp

Public Comment: None

Finance: Daniel Werner asked Council for their 2016 Budget requests.

Public Safety: No report.

Recreation: Marie Govannicci reported that the 4th of July Committee will meet in October to discuss the Tree Lighting Ceremony and luminaries. Ms. Govannicci is working on getting quotes for sidewalk repair at the Triangle Park and the Community Center.

Tree Commission: Marie Govannicci reported that the Tree Commission would like to have a 5K run for a fundraiser.

Communication: Marlaina Kloepfer reported that she will get email addresses for Council, departments and committees with AtRutledgePA.org.

Planning Commission: Marlaina Kloepfer reported that the Planning Commission is looking at the Shade Tree Commission proposed ordinance, and will give it to Council next month to review. Dave Waltz stated that he disagrees with the section that states that the homeowner has to ask the Commission permission to trim or prune their trees, and asked who would enforce it. Swarthmore Borough is a USA Tree City, and collects money from its residents to support it. It does not make financial sense for Rutledge to do it, as well. Council was asked to email comments and questions regarding the proposed ordinance by October 12, 2015.

The proposed fire pit ordinance is finalized for Council’s review. Solicitor Hunt advised Council not to discuss any decision that it might make, via emails, as not to be in violation of the Sunshine Act.

Mayor’s Report: Mayor Cunningham reported that the tree in front of the Community Center is dead. He attended a coffee house at Chambers Memorial Church last Friday. The streetlight has not been placed on the new utility pole at Unity Terrace and Sylvan Avenue. The Secretary will call PECO.

Streets : David Waltz reported that the Borough is looking for a highwayman.

There is ½ skid of snow salt in the garage. Mr. Waltz would like to order three skids for the upcoming season.

MOTION by David Waltz, Second by Daniel Werner, to purchase three skids of snow salt at a price of $676.50. MOTION approved unanimously.

Old: Marie Govannicci reported that the block party on September 26, 2015 was a success.

New: David Waltz stated that he asked the Code Enforcement Official to leave notices at the houses that have grass in the street near the curbing.

Gennifer Guiliano reported that the elevator is not working, and needs a new part that costs $2,025.00 with labor.

MOTION by Daniel Werner, Second by Marie Govannicci, to approve the repair of the elevator by EZ Living Concepts at a cost of $175.00. MOTION approved unanimously.
