Rutledge Borough Council Meeting- June 2, 2014

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, Marie Govannicci, Tom Kopp, Daniel Werner, James Jones

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq., Police Chief Brian Craig

Not Present: M. Diane McGaughey, Marlaina Kloepfer

Minutes:  MOTION by Marie Govannicci, Second by James Jones, to approve the minutes as submitted for the Work Session of May 17, 2014. David Waltz noted that Council went into Executive Session to discuss personnel issues. MOTION approved unanimously.

Public Comment: Robert Hunt, 209 Linden Ave., stated that 206. Linden Ave. has high grass that is harboring rodents. The neighbor at 208 Linden has seen rodents and an increase in insects on his property. Mr. Hunt stated that he looked at the property, intending to purchase it. It has no heat and pipes are broken. Harry Mirra reported that he spoke with the realtor today. The water is shut off, and the grass will be cut tomorrow.

Mr. Hunt reported that there appears to be an abandoned car on Waverly Terrace between Rutledge and Sylvan Aves. The silver Hyundai has New Jersey tags and a flat tire. The police will look into it.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of May 2014. MOTION by Tom Kopp, Second by Marie Govannicci, to approve the Treasurer’s Reports as submitted. MOTION approved unanimously.

Tax Collector’s Report: Thomas Heron reported that $451,992.21 has been collected as of May 31, 2014. Accounts receivable as of May 31, 2014 is $30,245.29- 11 Real Estate $22,388.50, 9 Sewer $7,620.29, 43 Per Capita $236.50.

Code Enforcement Report: Harry Mirra read his report for May.

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for May 2014. There were 14 Parking Tickets, 8 Traffic Citations 3 Traffic Warnings

Mayor Cunningham thanked everyone for participating in the Memorial Day Service. Mayor Cunningham thanked Harry Mirra and the Police Department. Rutledge is big on patriotism and support of the troops. If you are in town next year, please attend.

Mayor Cunningham reported that people are speeding down the street and stopping at the sign at the last second. Trees and bushes at the intersections might need to be trimmed.

Public Safety:  Tom Kopp stated that he will have the Chief’s report next month. There have been over 100 calls from January to May. No opens fires are permitted in the Borough, per an ordinance. Council received an email from a resident, after the fact, that a neighbor had an open fire. Residents are instructed to call 911 to report smoke or an open fire. There is no other way to get in touch with the Fire Co. or the police.

The Fire Co. had a smoke investigation on Rutledge Ave. as a result of a 911 call.

4th of July: The Committee will meet on June 9 and July 1 to prepare for the July 4th activities. The rain date is July 5. The Fire Co. was sent an invitation and will participate.

Recreation: Marie Govannicci reported that the new playground equipment was delivered and will be installed in a week. The blue print for the rain garden will be given to Karl Eilinsfeld.

Rutledge Girls’ Club– The club is doing great.

Communication: Nothing to report.

Ordinance: Nothing to report.

Trash: Nothing to report.

Building: Nothing to report.

Sewer: James Jones reported that the property at 32 President Ave. has a sinkhole. Video from 2011 shows that there are two capped laterals. A dye test was performed on May 15, 2014. Another dye test will be performed tomorrow, June 3 to determine if the problem is in the lateral or main.

Mr. Jones reported that portable flow meters will be installed by Catania Engineering.

The storm drain at Melrose Terrace and Sylvan Ave. needs to be repaired, and Mr. Jones is waiting for three prices to have the work done.

Shade Tree Commission: There is a meeting on July 9. The dead trees along Swarthmore Ave. were removed.

Finance: Nothing to report.

Streets: David Waltz reported that Karl Eilinsfeld has been installing signs and repairing potholes.

Solicitor’s Report: Nothing to report.

Old Business: Nothing to report.

New Business: David Waltz introduced Matthew Kroon, who will be an unpaid summer intern to help in the Borough Office. 6 hours a week.

Bills for June 2, 2014: 

MOTION by Daniel Werner, Second by Tom Kopp, to approve payment of the bills for the month from the General Fund in the amount of $168,020.44. MOTION approved unanimously.

MOTION by Daniel Werner, Second by Marie Govannicci, to approve payment of the bills for the month from the Gas Fund in the amount of $1,009.29. MOTION approved unanimously.

MOTION by Daniel Werner, Second by James Jones, to approve payment of the bills for the month from the Sewer Fund in the amount of $169.63. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 7:56 PM.
