Rutledge Borough Council Meeting-March 4, 2013

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey,  Marlaina Kloepfer,  Marie Govannicci, Brian Costello and David Waltz.

Also present: Mayor Kevin Cunningham, G. Guy Smith, Esq., Police Chief Brian Craig, Robert Hunt., Jr., Esq.

Not present: Daniel Werner, Tom Kopp

Minutes:  MOTION by David Waltz, Second by Brian Costello, to approve the minutes as submitted for the Council Meeting of February 4, 2013. MOTION approved unanimously.

MOTION by David Waltz, Second by Brian Costello, to approve the minutes as submitted for the Work Session of February 25, 2013.  MOTION approved unanimously.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of February, 2013.

Correspondence:

1)Life Line Screening- 04/25/13 – Health screenings- Rutledge will receive $10.00 for each person            who signs up- must be signed up in advance and use special code

2)P.M. Associates- Elevator Inspection service will increase by $5.00 per unit, per inspection

3)Delaware County Health Advisory Board- March 13 meeting open to the public

Tax Collector’s Report: Thomas Heron reported that the delinquent 2012 taxes were reported to the County- $3,950.49, six properties. There are six sewer and 23 per capita uncollected. February collection is $31,530.00. Mr. Heron presented a check to the Secretary for $7,559.91.

Mayor’s Report: Mayor Kevin Cunningham read the Police report for February. There were:

33 Parking Tickets       2 Warning        7 Motor Vehicle Citations

Mayor Cunningham would like to have an old-fashioned parade on the Saturday before softball opening day, mid-April, with exhibition games and hot dogs.
Mayor Cunningham spoke with Jane in Lansdowne about electronic waste recycling. The company is booked until June. The Mayor would like to have a recycling drop-off in July at the Community Center.
The Snow Jam was a success, and the Mayor would like to have another, outside, at the Triangle Park, in the summer.
The Mayor has revised the parking ordinance and will review it with Brian Costello.
Mayor Cunningham introduced Margie Corcoran, 124 Rutledge Ave., the new President of the Rutledge Girls’ Club.
Mayor Cunningham issued a proclamation:
Young Lungs At Play Proclamation
The Mayor of Rutledge Borough agrees to the adoption of the following proclamation to create tobacco-free areas at local parks and playgrounds.

WHEREAS, in Pennsylvania, more than 858,000 young people are exposed to tobacco smoke pollution every day and the US Surgeon General has stated that there is NO SAFE LEVEL OF EXPOSURE, whether indoors or outdoors, and that children’s exposure to second-hand smoke causes increased risk of sudden infant death syndrome, lower respiratory infections, middle ear diseases, more severe asthma, respiratory symptoms and slowed lung growth and is responsible for the premature deaths of over 430,000 Americans each year from lung cancer, heart disease, respiratory illness and other diseases; and

WHERAS, secondhand smoke is responsible for over 50,000 deaths among nonsmokers each year; and

WHEREAS, tobacco kills more Americans each year than alcohol, cocaine, heroin, homicide, and suicide, accidents, fire and AIDS combined; and

WHEREAS, 80% of smokers started smoking before the age of 18, and the average initiation age is 12 years old; and

WHEREAS, everyday an estimated 3,900 young people under the age of 18 try their first cigarette and one-third of these children will die prematurely from tobacco related illnesses; and

WHEREAS, to help role model non-smoking behavior to children and youth; to provide children, youth and their families with a safe, smoke-free environment;

NOW, THEREFORE, be it proclaimed by the Mayor of the Borough of Rutledge, County of Delaware, and the Commonwealth of Pennsylvania. As follows:

  1. That the areas of Triangle Park within Rutledge Borough where children are present shall be designated as tobacco-free;
  2. Appropriate signage shall be posted to designate said tobacco-free areas;
  3. The residents of the Borough of Rutledge shall be notified of this proclamation designation of the tobacco-free zones  stated herein;
  4. Council hereby authorizes its elected and appointed officials to make periodic observations of tobacco-free areas to monitor compliance and promote awareness of this proclamation.

Code Enforcement Report: Harry Mirra read his report for February 2013:
A garage floor sank. It has been filled with stones, and the residents are waiting for them to settle. There is a PODS unit on the property until the work is complete.
The owner at 110 Sylvan Ave. was emailed twice regarding logs on the front of her property. There has been no response.
There are 3 active building permits.

4th of July: The Committee has been working on Quizzo night, on March 15, 2013. There is a meeting on Monday, March 11, 2013.

Rutledge Girls’ Club–  Will start on March 23, weather permitting.

Communication: Marlaina Kloepfer emaileda presentation of the Global Alert System to Council members. The cost is $500/year. There is an opportunity to set up a live demonstration for Council.
The 2013 holiday trash schedule has been updated on the website. Ms. Kloepfer has registered for a webinar on grant programs.
There will be a meeting on Thursday, March 14, 2013, 7:30 PM.

Ordinance: Brian Costello reported that the Solicitor has information on proposed ordinance revisions, and he and the Mayor are working on a revision of the parking ordinance.

Trash: Nothing to report.

Building: Brian Costello reported that an application for alterations to 29 Linden Ave. was submitted.

Recreation: Marie Govannicci reported that Rutledge will receive three free metal signs for no tobacco use at the Triangle Park.
A hold has been put on the Growing Greener Grant because the Borough would have to come up with matching funds in advance of the receiving the grant.
The Solicitor will write a letter to the car owner who hit the fence at the Triangle Park. Karl Eilinsfeld got a price quote to enlarge the fence of $17,650.00.

Sewer: Nothing to report.

Shade Tree Commission: There will be a meeting on March 14, 2013, 7:00 PM.

Public Safety: Mayor Kevin Cunningham read the Morton-Rutledge Fire Co. report for February:

19 Alarms  Time in service  11 Hours   45 Minutes

2 Drills        Time is service  6 Hours

The new 2013 Sutphen Pumper was driven from Ohio to Morton.
There is a hazardous material seminar on March 16, 2013.

Finance: Brian Costello would like to meet with Thomas Heron, before the next Council Meeting, to discuss the revenues associated with taxes, and would like to have a six-month projection.

Property/Borough Building: Nothing to report.

Streets: The loan application has been received in Harrisburg. The potholes in town will be repaired.

Solicitor’s Report: Nothing to report.

Old Business: Brian Costello questioned the status of the landscaping trailer that has been parked on Unity Terrace. Chief Brian Craig stated that there is a problem with the parking ordinance and has been working with Mayor Cunningham to revise the ordinance.

New Business: David Waltz questioned the delinquent sewer bills. Thomas Heron stated that the delinquencies are not Rutledge residents.

Marlaina Kloepfer stated that the Delaware County Association of Boroughs is having its annual banquet on Friday, April 26, 2013, 6:00 PM. The Borough will pay for Council and spouses. The Association is looking for ads for its ad book. A full page ad is $100.00.

Bills for March 4, 2013:

MOTION by Brian Costello, Second by Marie Govannicci, to approve payment of the bills for the month from the General Fund in the amount of $11,388.44. MOTION approved unanimously.

MOTION by Brian Costello, Second by Marlaina Kloepfer, to approve payment of the bills for the month from the Gas Fund in the amount of $1,882.51. MOTION  approved unanimously.

Since there was no further business, the meeting was adjourned at 8:19 PM.
