Rutledge Borough Council Meeting- October 5, 2015

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, , Tom Kopp, Daniel Werner, Marie Govannicci, James Jones

Also present: Mayor Kevin Cunningham, Police Chief Brian Craig, Robert Hunt, Jr., Esq.

Not Present: M. Diane McGaughey, Marlaina Kloepfer

Public Comment: Mary Woodling, 227 Sylvan Ave., stated that she spoke to someone at the Delaware County Planning Department regarding Chambers Memorial Church. Rutledge Borough has no preservation language in its building code that would protect landmarks. Ms. Woodling is concerned about what will happen to the church. It will likely be sold, and Ms. Woodling does not want the church to be demolished as the Rutledge School was. Council President David Waltz responded that the issue will be given to the Planning Commission and Ordinance Committee. Mayor Kevin Cunningham stated that the Manse is for sale.

Michelle Senior, 100 Rutledge Ave. stated that there are a lot of streetlights that are not working and it is very dark. Mr. Waltz stated that the Borough is working on it.

Minutes: MOTION by Daniel Werner, Second by James Jones, to approve the minutes as submitted for the Council Meeting of September 14, 2015. Tom Kopp stated that signups of the horseshoe tournament should read 10:30 AM. MOTION approved unanimously with noted change.

MOTION by Daniel Werner, Second by Marie Govannicci, to approve the minutes for the Work Session of September 28, 2015. Daniel Werner stated that the amount of the elevator repair for EZ Living Concepts should be $2,025.00. MOTION approved unanimously with noted change.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of September 2015. MOTION by Daniel Werner, Second by Marie Govannicci, to approve the September Treasurer’s Report as submitted. MOTION approved unanimously.

Correspondence:

  • Delaware County Solid Waste Authority- 2016 trash disposal fee will remain $33.00 per ton of residential waste
  • Marlaina Kloepfer will not be able to attend tonight’s meeting
  • 57 year resident Carolyn Crawford died a week ago
  • Ridley Twp. – sent a bill for Melrose Terrace paving- $30,717.53
  • PennDOT- 2016 Liquid Fuel $22,032.86
  • Delaware County Voting Machine Dept.- Voting machines will be delivered on Friday, October 30, 2015, and picked up on Friday, November 6, 2015 between *AM & 4PM

Tax Collector’s Report: No report.

Code Enforcement: No report.

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for September 2015. There were 7 Parking Tickets, 1 traffic tickets and 2 traffic warning.

Mayor Cunningham reported that he attended the installation of officers at the AmVets Post in Morton.

Council will address the streetlights that are out.

Public Safety: Tom Kopp reported that the Deputy Chief Chris Reife is here at tonight’s Council Meeting.

Tom Kopp read the Fire Co. report for September.

This week is Fire Prevention Week, until October 10, 2015. “Hear the beep where you sleep” is a campaign to remind people to have smoke alarms in their bedrooms.

Finance: Daniel Werner stated that he will start collecting input from Council for the 2016 Budget.

Property/Building Maintenance: Nothing to report.

4th of July Committee: Marie Govannicci reported that there will be a meeting on October 12 and encouraged residents to attend and volunteer for activities. The tree lighting ceremony will be on Tuesday, December 1, 2015 at 7:00 PM.

Recreation: Marie Govannicci reported that three sidewalk blocks need to be replaced at the Triangle Park, as well as two blocks at the Community Center. Ms. Govannicci will get prices.

Rutledge Girls’ Club– Ms. Govannicci reported that she has sent two emails to the Coach for information regarding the 2016 Budget and schedule.

Communication: No report.

Planning Commission: Nothing to report

Ordinance: Nothing to report.

Trash: The trash contract is up in 2016.

Building: Nothing to report.

Sewer: Jim Jones reported that he received a PA One Call for an emergency sewer lateral repair at 119 Linden Ave. CDCAS is working on the 2016 budget, which will go up. He has been looking for grants to do sewer repair work to the Borough’s mains.

Shade Tree Commission: Marie Govannicci reported that Rachel Sten has been going door to door to introduce herself to residents.

Streets: David Waltz stated that the rest of Swarthmore Ave. will be paved in 2016 after the winter. Hopefully, the County will help with the payment, as they have in the past. Also, the intersection at Morton and Swarthmore Ave. is going to be widened to include a turning lane, so it makes sense to wait until the renovations are completed.

Solicitor’s Report: Solicitor Robert Hunt reported that he is working on the Floodplain Ordinance, and will compose a letter to FEMA.

The Zoning Hearing on September 30, 2015 ended with the hearing reconvening on October 14, 2015, 7:30 PM for closing arguments.

Old Business: None.

New Business: David Waltz stated that the Borough needs to adopt the 2015 Property Maintenance Code in order to update the current code. The new code has a more substantial checklist for the Code Enforcement Official.

Bills for October 5, 2015:

MOTION by Marie Govannicci, Second by Jim Jones, to approve payment of the bills for the month from the General Fund in the amount of $8,613.82. MOTION approved unanimously.

MOTION by Daniel Werner, Second by Marie Govannicci, to approve payment of the bills for the month from the Gas Fund in the amount of $284.21. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:00 PM.
