The Reorganization Meeting of Rutledge Borough Council was called to order by Mayor Greg Lebold on January 3, 2012 at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA .
Mayor Lebold administered the Oath of Office to newly elected Borough Officials: Marie Govannicci, Daniel Werner, M. Diane McGaughey, and Jack Borsch
Council President – Mayor Lebold called for nomination of Borough Council President. MOTION by Tom Kopp, to nominate David Waltz as Council President. MOTION by Brian Costello to nominate M. Diane McGaughey as Council President. M. Diane was voted Council President with a majority vote. Votes for M. Diane McGaughey – ( M.D. McGaughey, B. Costello, M. Govannicci, M. Kloepfer) Votes for David Waltz- 3 ( D. Waltz, D. Werner, T. Kopp)
Vice President – Mayor Greg Lebold called for nomination of Borough Council Vice President. MOTION by Daniel Werner to nominate David Waltz as Council Vice President. Marlaina Kloepfer nominated Brian Costello as Council Vice President. No other nominations were received. Nominations were closed. Votes for David Waltz- (D. Waltz, T. Kopp, D. Werner) Votes for Brian Costello- 4 (D. McGaughey, B. Costello, M. Govannicci, M. Kloepfer). Brian Costello was voted Council Vice President with a majority vote.
The meeting was turned over to M. Diane McGaughey, Council President. President McGaughey noted that Council was organized. All Council members accepted their seats on Borough Council.

Appointments –
Borough Secretary – MOTION by Marie Govannicci, Second by Brian Costello, to nominate Gennifer Guiliano for appointment of Borough Secretary. No other nominations were received. Nominations were closed. MOTION to appoint Gennifer Guiliano as Rutledge Borough Secretary approved unanimously.
Treasurer – MOTION by Marie Govannicci, Second by Brian Costello, to nominate Gennifer Guiliano for appointment of Treasurer. No other nominations were received. Nominations were closed. MOTION to appoint Gennifer Guiliano as Rutledge Borough Treasurer approved unanimously.
Solicitor – MOTION by Diane McGaughey, Second by Tom Kopp, to nominate G. Guy Smith Esq. as Borough Solicitor. No other nominations were received. Nominations were closed. MOTION to appoint G. Guy Smith, Esq. as Borough Solicitor approved unanimously.
Borough Engineer – MOTION by M. Diane McGaughey, Second by Tom Kopp, to nominate Catania Engineering Associates, Inc. as Borough Engineer. No other nominations were received. Nominations were closed. MOTION to appoint Catania Engineering Associates, Inc. as Borough Engineer approved unanimously.
Building Inspector – MOTION by Brian Costello, Second by Tom Kopp, to nominate Chili’s Inspection Services as Building Inspector for building and plumbing inspections. No other nominations were received. Nominations were closed. MOTION to appoint Chili’s Inspection Services as Building Inspector approved unanimously.
Health Inspector – MOTION by M. Diane McGaughey, Second by Brian Costello, to nominate David Teachey, MD for appointment as Borough Health Officer. No other nominations were received. Nominations were closed. MOTION to appoint David Teachey MD as Borough Health Officer approved unanimously.
Fire Marshall – MOTION by M. Diane McGaughey, Second by Brian Costello, to nominate Tom Kopp for appointment as Fire Marshall. No other nominations were received. Nominations were closed. MOTION to appoint Tom Kopp as Fire Marshall approved unanimously.
Zoning – MOTION by Brian Costello, Second by David Waltz, to nominate Heidi Sentivan for appointment as Zoning Hearing Board Chairman. No other nominations were received. Nominations were closed. MOTION to appoint Heidi Sentivan as Zoning Hearing Board Chairman approved unanimously.
Depositories – MOTION by Brian Costello, Second by Tom Kopp, to designate PLGIT Investment Trust and TD Bank as Bank Depositories for the Borough of Rutledge funds. MOTION approved unanimously.
Liaison Member to 4th of July Committee – MOTION by Diane McGaughey , Second by Brian Costello, to appoint Marie Govannicci as liaison member to the 4th of July Committee. MOTION approved unanimously.
Communications Committee – MOTION by Diane McGaughey, Second by David Waltz, to appoint Marlaina Kloepfer as the Communications Committee chairperson. MOTION approved unanimously.
MOTION by Brain Costello, Second by Tom Kopp, to appoint Len Warren, United Inspections as electrical inspector. MOTION approved unanimously.
MOTION by Brian Costello, Second by Tom Kopp, to adjourn the Organization Meeting at 7:49 PM. MOTION approved unanimously.
