Rutledge Borough Work Session- April 25, 2016

David Waltz, Council President, opened the scheduled Work Session Meeting at 8:00 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: David Waltz, Marie Govannicci, James Jones , Kimberly Brown,  John Shingle

Also present: Mayor Kevin Cunningham, Michael F. Culp, Esq.

Not Present: Tom Kopp, Marlaina Kloepfer

Public Comment: None

Building/Borough Property

Building Permits– Nothing to report.

Finance -  Nothing to report.

Public Safety : David Waltz and Kevin Cunningham met with Swarthmore Borough representatives to discuss the police contract that will expire at the end of this year.

Shade Tree Commission– Marie Govannicci reported that trees were planted on Saturday.

Rutledge Activities Committee – Marie Govannicci reported that three new picnic tables were placed at the Triangle Park. David Waltz donated one. Four new swings have been received and will be installed after the swingset is painted. All items that were recommended by the insurance company have been addressed.

There will be a service on May 29 for Memorial Day.

Rutledge Girls’ Club: Mayor Cunningham has a list of softball games.

Streets – David Waltz reported that the highwayman is working on potholes.

Mr. Waltz asked the Solicitor to work on an ordinance to have Rutledge’s fee for unpaid parking tickets that are sent for citations increased to $50.00.

Sewer – Nothing to report.

Trash – Nothing to report.

Communications – Nothing to report.

Planning Commission – Kim Brown reviewed the proposed fire pit ordinance. Ms. Brown would like input from the Fire Marshall, Solicitor, and the Code Enforcement Official.

Ms. Brown reviewed the proposed Shade Tree Commission Ordinance, and trees placed in the Borough right of way, number of Council members on the Commission, care and maintenance of trees, and minutes of meetings were discussed. The changes will be given to the Planning Commission for review and editing.

Mayor – Mayor Cunningham reported that there will be a Memorial Day service on May 29, 2016. Harry Mirra can get Marines to attend the ceremony, and his pastor will play the trumpet. He will ask Ms. Kloepfer to post the event on Facebook and the website.

The Mayor received a complaint that the plaques on the front of the building are not visible because of the height of the foliage in front of it.

Solicitor – Nothing to report.

Old Business – Kim Brown stated that she is working on a logo for the Borough with Rachel Sten.

Kim Brown reported that she is working on having a Rutledge Ball/Dance.

Ms. Brown stated that the proposed parking ordinance will be addressed at the next meeting.

New Business – President Waltz stated that the bushes in front of the Borough Office will be removed in the summer, after the wildlife nesting season.

Ms. Brown stated that she has an extra rain barrel if one is needed at the Community Center.

Mr. Waltz stated that the police would like to have a night light in the Borough Office so that they can see in when they patrol.

Kim Brown stated that she would like to see better management of the items on the agenda. In the past, there has not been time to review things, and then Council is asked to take a vote. Ms. Brown Mr. Waltz asked Council if they would like to have the Committee Meetings at 7:00 PM and the Work Sessions at 7:30 PM. To be discussed at the next meeting.

Mr. Waltz stated that a resolution is needed for the streetlight audit. Solicitor Culp reviewed the proposed resolution and state that it is a standard resolution and recommended that Council vote on it.

Ms. Govannicci stated that she would like to have a streetlight installed at Melrose Terrace and Linden Avenue, at the place that will be developed.

Public Comment: Sue Hunt, 209 Linden Ave., stated that the trash cans at the Triangle Park are full and starting to smell.
