Rutledge Borough Work Session, December 27, 2010

Gregory C. Lebold, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
The following Council Members answered roll call: Gregory C. Lebold, Diane McGaughey, Brian Costello, Tom Kopp, Jack Borsch, and David Waltz
Also present: Mayor Scott Shields
Not present: Kurt Morrison

Discussed the 2011 Budget and reviewed the proposed Ordinances and Resolutions.
MOTION by Jack Borsch, Second by David Waltz to adopt Resolution 2010-12-03, a resolution that appoints Catherine Myers, Paul Garrity and Daniel Werner as auditors for 2011. MOTION approved unanimously.

MOTION by Jack Borsch, Second by David Waltz to adopt Resolution 2010-12-02, a resolution that authorizes the Tax Collector to collect sanitary sewer usage fees in 2011. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to adopt Ordinance 435, an ordinance levying taxes and fees in the Borough for 2011: Millage: 4.32 Mills; Trash Collection: $169.66 per dwelling unit; Sanitary Sewer Fees: $391.59 per dwelling unit. MOTION approved unanimously.

MOTION by Jack Borsch, Second by David Waltz, to adopt Resolution 2010-12-01, a resolution for 2011 salary and benefits. MOTION approved unanimously.

Reviewed the 2011 Holiday Schedule – includes Monday, February 21, 2011, Presidents’ Day.

Jack Borsch informed Council of sewer main problems in the 200 blocks of President & Linden Aves.
MOTION by Jack Borsch, Second by Diane McGaughey, to approve the flushing and video inspection of the Borough’s sewer mains by Pipe Services Corp. at a cost of $9,990.00. MOTION approved unanimously.

Tom Kopp reported on Fire Co. activities.

David Waltz reported on plowing operations.
118 Sylvan Ave. appears to be a duplex, and 218 President Ave. appears to have three apartments, rather than the two that are reported. The Solicitor will be instructed to send letters to the property owners.

Discussed having the Tax Collector send out reminder notices.

Since there was no further business, the meeting was adjourned at 7:58 PM.
