Rutledge Borough Work Session- June 24, 2013

Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Tom Kopp, Marie Govannicci, Marlaina Kloepfer, Daniel Werner, David Waltz

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq.

Not Present: Brian Costello

Tax Collector: Tom Heron reported that taxes are through the discount and face period, and are in the penalty period as of June 1, 2013. A total of $393,376.54 has been collected through May 31, 2013.

Accounts receivable total: $39,454.40.  20 Real Estate Tax- $33,902.45, 9 Sewer – $5,386.95, 30 Per Capita- $165.00. The 2012 uncollected Real Estate Taxes have been turned over to the County.

Delinquent Trash & Sewer bills will be turned over to the Solicitor .

The Secretary will send a letter to Mr. Heron stating that 1 Sylvan Ave. is exempt from Real Estate taxes, but must pay sewer and trash fees.

Building: Received plans for a front porch with a roof at 105 E. Sylvan Ave. Daniel Werner took the  plans to review.

Communication: Marlaina Kloepfer reported that she received a resume for the planning commission from Jody Roberts. Ms. Kloepfer contacted Global connect on May 20 to confirm how to collect land line phone numbers. The company was bought out by Code Red, which has its own system, and will contact the Borough soon. Marie Govannicci will have the form for residents to complete at the July 4th festivities. The next Communications Committee Meeting will be held on July 11, 2013 at 7:30 PM.

Finance: Nothing to report.

Ordinance: The parking ordinance will be updated. There is a meeting on June 25, 2013, 6:30 PM, to discuss the revision of ordinances.

Property/Borough Building: The Mayor and Diane McGaughey met with the Morton-Rutledge Fire Co., Jerry Connelly, regarding the sale of the Fire Co. building. The building is 47 years old and in excellent condition. Tom Kopp reported that a committee at the Fire Co. is reviewing the proposal.

Public Safety: Tom Kopp reported that the new fire truck has been in service for two months. The truck will be on display at 6:45 PM on July 1, 2013, at the Borough Community Center for Council to look at. Mr. Kopp thanked taxpayers and Council for their support. The truck cost $386,000.00. Mr. Kop reported that more men are getting nationally certified, which will help with grants. The 2013 Budget is being worked on. An ordinance needs to be passed in order to adopt a new police contract.

Recreation: Marie Govannicci reported that a swing for special needs children will cost $499.98, plus the frame, at a cost of $582.95, for a total of $1,080.00. Shipping will be extra. The Borough’s insurance representative reviewed the placement of the swing. Resident Bob Kenyon volunteered to install the frame at no cost. MOTION by Marie Govannicci, Second by David Waltz, to order a handicapped swing and frame for the Triangle Park. MOTION approved unanimously.

4th of July Committee: Marie Govannicci reported that there will be a 4th of July Committee Meeting on June 26, 2013 to discuss the festivities.

Rutledge Girls’ Club: Nothing to report.

Trash: Nothing to report.

Sewer: Daniel Werner stated that he is looking into sewer main repairs- long-term solutions instead of patchwork repairs. There are services that allow main replacement without intrusion. Mr. Werner will come up with a 10-year plan, and look into grants for the work.

CDCA has portable meters for Rutledge to use to monitor specific areas for high flows. Rutledge would have to pay for installation and maintenance.

Diane McGaughey spoke with Catania Engineering regarding trash in the creek. Linden Ave. residents will be sent a brochure regarding dumping in the creek. Catania Engineering will send the same information to Ridley Twp. Residents.

Tree Commission: Marie Govannicci reported that the Committee planted new shrubs and flowers at the Triangle Park near the swings.

Highway: David Waltz reported that bids were opened for Road repair to Swarthmore Ave. and curbing on Waverly Terrace on June 20, 2013.

The Engineer recommends that the contract be awarded to Joseph Sucher & Sons, Inc. The Swarthmore Ave. repair will be from the Triangle tip to Waverly Terrace. MOTION by David Waltz, Second by Tom Kopp, to award the contract for repair of Swarthmore Ave. to Joseph Sucher & Sons, Inc., the low bidder, at a cost of $48,804.00. MOTION approved unanimously.

 

Mayor: Mayor Kevin Cunningham reported that there will be an electronic recycling collection event on the day of the Community Wide Yard Sale. Mayor Cunningham stated that the Borough is all set for the July 4th celebration. Information will be posted on the website.

Solicitor’s Report: Solicitor Robert Hunt reported that there is a hearing on Wednesday, June 26, 2013, 8:30AM, regarding the property maintenance issues at 7 Rutledge Ave. There is a Zoning Hearing on Thursday, June 27, 2013, 7:30 PM, to review the special request of Marc & Jean Lenke’s request for a six-feet closed fence on the side of their property at 5 Sylvan Ave.
