Rutledge Borough Work Session- May 20, 2013

Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Tom Kopp, Marie Govannicci,, Marlaina Kloepfer, David Waltz

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq.

Not Present: Daniel Werner, Brian Costello

Building: The new house on President Ave. is almost finished.

Communication: Marlaina Kloepfer stated that there will be a Global Connect handout for residents on Election  Day, May 21, 2013. The Committee had a week to review the meeting minutes from the May 9, 2013 meeting. Mayor Kevin Cunningham will meet with Paula Healy from Rose Valley to see how Global Connect works. Ms. Kloepfer posted in formation about the Planning Commission. One resume was received.

Finance: Nothing to report.

Ordinance: Diane McGaughey reported that Brian Costello would like certain ordinances made current by the end of the year.

Property/Borough Building: Diane McGaughey reported that the Community Center roof on the Unity Terrace side needs repairs or replacement.  The ceiling is peeling. Diane McGaughey reported that Election Day is tomorrow.

Public Safety: Tom Kopp reported that the Fire Co. has had 100 runs for the year so far. There is a live burn today at the drill center, and 10 firefighters will be certified. 408 Morton Ave. has a sign outside that says they are going green by using propane. Mr. Kopp inquired as to what the Borough ordinance is regarding propane. The Fire Co. is looking at 2014 finances.

Recreation: Marie Govannicci and David Waltz will work on a grant to replace the sliding board for toddlers at the Triangle Park. Ms. Govannicci is looking into getting a swing for the physically disabled/wheelchair bound children in the neighborhood. The swing cost approximately $800.00. The Secretary will call the insurance company to see if there are any requirements for placement, etc.

4th of July Committee: Marie Govannicci reported that the Committee is getting ready for the celebration on July 4th. Letters have been sent to the Fire Co. for use of the fire house.

Rutledge Girls’ Club: They will keep home plate raked.

Trash: Nothing to report.

Sewer:  Nothing to report.

Tree Commission: Marie Govannicci reported that there will be a meeting in two weeks. The Committee is working near the sign at Triangle Park. The members are removing bushes and planting smaller bushes and a tree. They will bring flowers for the July 4th celebration, and have ordered four trees to be planted on Rutledge Ave.

Highway: David Waltz reported that Catania Engineering is reviewing the three bids received for road repair. A County Council representative will deliver a check for $50,000.00 for the repair of a portion of Swarthmore Ave. The County will give another $50,000.00 next year to repair the rest of the road.

Mr. Waltz received three price quotes to repair Rutledge Ave., between Unity Terrace and Waverly Terrace, 8 feet out on the even side of the street.
MOTION by David Waltz, Second by Marlaina Kloepfer, to authorize Joseph Sucher and Sons to repair Rutledge Ave., between Unity Terrace and Waverly Terrace, 8 feet out, on the even side of the street, at a cost not to exceed $9,400.00.  MOTION approved unanimously.

Mr. Waltz reported that the Borough will have $27,184.00 for curbing both sides of Waverly Terrace between Rutledge Ave. and Sylvan Ave. MOTION by David Waltz, Second by Marlaina Kloepfer, to authorize the advertisements for bids for curbing on Waverly Terrace and repair of a portion of Swarthmore Ave., bids to be opened on June 20, 2013. MOTION approved unanimously.

MOTION by David Waltz, Second by Marie Govannicci, to transfer the balance in the Fire Apparatus Reserve Fund to the Capital Reserve Fund. MOTION approved unanimously.

Mayor: Mayor Kevin Cunningham reported that he received an anonymous letter that complained about the improvements to the basketball court, and that it attracts people exhibiting rude behavior. There will be a recycling event on Saturday, September 7, from 1PM-4PM.

Solicitor’s Report: Solicitor Robert Hunt reported that there will be a hearing on June 26, 2013, 8:30 AM, regarding property maintenance issues at 7 Rutledge Ave.

Solicitor Smith sent a letter to the owners of 230 Linden Ave. regarding high grass, and asked them to pay $70.00 for cutting that the Borough man did in 2012 and 2013 to date. Diane McGaughey stated that there are holes in the backyard, and there is mildew on the curtains.

Solicitor Hunt printed ordinances from other municipalities regarding the parking of trailers, descriptions of commercial vehicles, and definitions of trucks for the Ordinance Committee to review.

Solicitor Hunt prepared a resolution that addresses rental properties that have not paid taxes.

There will be a Zoning Hearing regarding a request for a variance for a fence at 5 E. Sylvan Ave. Council can speak personally at the hearing, and can issue a resolution in favor or against the variance. Marlaina Kloepfer stated that there had been some talk by Council about revising the fence ordinance. She will talk with Brian Costello.

Diane McGaughey stated that two Council members are needed for the Planning Commission, and three residents. David Waltz and Marlaina Kloepfer volunteered to be on the Planning Commission.

Old Business: Diane McGaughey reported that Swarthmore is still working on the police contract.

New: David Waltz reported that Representative Joe Hackett gave him information about a DCED Grant, Greenway Trails, for parks in the amount of $20,000.00. The money could be used to eliminate Waverly Terrace between Swarthmore Ave. and Rutledge Ave. It is a matching grant: Rutledge would have to match 20%, since the population is under 5,000. Mr. Waltz requested permission to work on the grant and submit an application. Mr. Waltz will talk to the residents in the area.

Phil Bartow, resident on the corner of Unity Terrace & Linden Ave., had a sewer backup, and inquired as to where his lateral connected to the Borough’s main.

The elevator is working sporadically. Tom Kopp will look at it.

Since there was no further business, the meeting was adjourned at 8:35 PM.
