Rutledge Borough Work Session- May 23, 2016

David Waltz, Council President, opened the scheduled Work Session Meeting at 8:00 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: David Waltz, Marie Govannicci, James Jones , Kimberly Brown,  John Shingle, Marlaina Kloepfer

Also present: Mayor Kevin Cunningham, Michael F. Culp, Esq., Heidi Sentivan, Ken Torres-Zickler

Not Present: Tom Kopp

Public Comment: Marlaina Kloeper stated that the Planning Commission and Building Committee will meet this month with the Communications Committee to collaborate on making the permits and zoning information available on the Borough’s website. They would like a more user friendly way for residents to obtain permits. Ms. Kloepfer suggested that they have a meeting with Catania Engineering to discuss the information. Heidi Sentivan stated that the permit fee schedule be posted on the website. Ken Torres-Zickler stated that inspections fees should also be included. Ms. Sentivan stated that she would like a list of frequently asked questions on the website. Mr. Torres-Zickler stated that he would like to have accurate information with specifics regarding permits in one place. Some permit information is not clearly stated and is buried in ordinances. The goal is to keep the website up to date with permitting information. President Waltz asked that the committees make up a list of questions to be submitted to the Engineer for review. Ms. Sentivan suggested that there be a monthly meeting for residents to ask questions regarding proposed work. Mr. Waltz stated that the Building Committee is the appropriate meeting for residents to ask questions, and that is held at 7:30 PM on the forth Monday of each month.

Building/Borough Property– Nothing to report.

Building Permits– Nothing to report.

Finance -  Nothing to report.

Public Safety : President Waltz stated that Fire Chief Dean Kemp will have a report monthly for Council.

Shade Tree Commission– Ms. Govannicci reported that the plant swap was a success and the Commission is doing well.

Rutledge Activities Committee – Marie Govannicci reported that Mark Bascelli will paint the swingset and install the new swings. The weather has been rainy.

There will be a meeting on July 13 to get ready for the July 4th festivities. Letters will be sent to Rutledge’s other committees/organizations to participate. The Committee can use more help.

Rutledge Girls’ Club: The Club has two teams playing.

Streets – David Waltz reported that the highwayman is working on potholes. Mr. Waltz stated that he has been looking at dump trucks. The current truck is a 2000 model, and is not sturdy enough for snow plowing. He has been looking at gas models, with a 9 3/4 yard stainless steel body, which may be lowered so that it fits in the garage. The price, including a salt spreader, is $70,400.00. It would be obtained using a lease/purchase agreement for six years, with an annual payment of $13,400.00. There is money in the Truck Reserve Account for the first year’s payment. There is also money in the Streetlight Reserve Account that can be used to pay for the second year. After six years, the Borough would pay $1.00 and own the truck. The Borough should get at least 15 years use of the truck. The Borough would be able to purchase bulk salt from Ridley Township, and not have to buy bags. The truck can be obtained through CoStars, a State organization that does the negotiating for municipalities, and there is no need to do RFPs.

Sewer – Jim Jones reported that sinkholes are appearing again at 106 Unity Terrace, and he will have General Sewer Service look at it again. The bricks are falling out of the storm drain at Melrose Terrace and Sylvan Ave., and he is waiting for the Engineer to get back to him.

Trash – Jim Jones reported that the trash contract expires in December.

Communications – Marlaina Kloepfer reported that the Committee met last week, and set a goal of making Borough forms fillable online. The Committee would like to put the hall rental calendar online. The Committee will have a resource table at the July 4th celebration.

Planning Commission – Kim Brown stated that the Planning Commission needs comments regarding the proposed fire pit and shade tree commission ordinances. The Fire Marshall submitted comments, and Ms. Brown would like input from the Engineer. President Waltz stated that Morton Borough almost lost a house because of a fire in the yard. The residents stacked up pallets in the fire pit.

Kim Brown reported that the Shade Tree ordinance draft went back to the Planning Commission with the notes and comments that were received.

Ms. Brown reported on the status of the proposed parking ordinance. It was given to the Solicitor for review.  Ms. Brown will add the Solicitor’s comments.  Permits would be required on the terraces only, and there would be no charge for the permits. President Waltz stated that they will not limit to whom permits are issued. Ms. Brown asked for more suggestions/comments on the ordinance, which will be redrafted and distributed again. It must be in line with the current parking ordinance.

Mayor – Mayor Cunningham reported that there will be a Memorial Day service on May 29, 2016 at 1:00 PM. The Mayor will purchase a wreath. Harry Mirra has gotten the Marines to attend the ceremony,. Mayor Cunningham asked for volunteers to distribute fliers for the event.

Mayor Cunningham suggested that solar energy be used to power the Borough building.

Solicitor – Nothing to report.

Old Business – – Kim Brown received four samples of a Borough logo. Council reviewed and discussed them, and would like to see more samples.

New Business  Marlaina Kloepfer reported that the Delaware County Association of Boroughs will have its quarterly meeting in Upland on July 14, 2016, 7:00 PM. Jack Whelan will be there to discuss Narcan. Ms. Kloepfer would like Council and the Mayor to attend.

The owners of 101 Morton Ave., where the barber shop is located, sent a letter asking for consideration. They were sent a citation because their driveway is full of holes.

The County sent a letter regarding an animal boarding contract with Chester County SPCA. Rutledge had opted out of it a few years ago, so nothing has to be done. The Borough uses Allen Strickler  for animal control.
