Rutledge Borough Council Meeting-November 4, 2013

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey, Marlaina Kloepfer, David Waltz, Brian Costello

Not Present: Marie Govannicci, Tom Kopp, Daniel Werner,

Also present: Mayor Kevin Cunningham, Police Chief Brian Craig, Robert Hunt., Jr., Esq.

Minutes:  MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Council Meeting of October 7, 2013. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Work Session of October 28, 2013. MOTION approved unanimously.

Public Comment: Scott Waltz, 2114 Morton Ave., on behalf of Nancy Waltz, 7 Rutledge Ave. asked when heavy furniture could be put out for trash. Diane McGaughey reported on Mondays.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of October, 2013.

Correspondence:

Rosalie Morral painted a sign “Rutledge Borough” to be hung in the hallway of the first floor of the Community Center and donated it to the Borough.

Tax Collector’s Report: Thomas Heron reported that estimated collection as of 12/31/13 will be $433,429.49. Accounts receivable as of 10/31/13 is $33,403.00. 17 RE Tax Trash & Sewer- $29,050.60, Sewer – $4,100.84, 29 Per Capita- $159.50.

Mr. Herron will send notices to residents with unpaid taxes.

Mr. Heron will work with the Solicitor and Secretary on collecting unpaid sewer and trash fees for past years.

Code Enforcement Report: Harry Mirra was not present. Diane McGaughey asked Council to review Mr. Mirra’s report for October.

Mayor’s Report: Mayor Kevin Cunningham read the Police report for October. There were:

23 Parking Tickets  4 Citations  1 Traffic Warning

Mayor Cunningham reported that the Silvertones will perform at the tree-lighting ceremony. The Police have requested that house numbers that can be seen from the street be posted on all houses.

Mayor Cunningham asked residents to park their cars in their driveways when it snows so that the streets are clear for plowing.

Public Safety:  Nothing to report.

4th of July: Nothing to report.

Rutledge Girls’ Club– Nothing to report.

Communication: Marlaina Kloepfer reported that there will be a Communications Committee Meeting on Thursday, November 14, 2013, 7:30 PM. The Planning Commission will have a meeting on Monday, November 11, 2013, 7:30 PM. Ms. Kloepfer has posted a “Save the Date” notice on Facebook for the tree-lighting ceremony. The cost for the residents’ land-line phone lists is $150.00 rather than $125.00. There are no fees to the residents.

Ordinance: Nothing to report.

Trash: Nothing to report.

Building: The homeowners at 17 President Ave have moved in.

Recreation: Nothing to report.

Sewer: MOTION by Brian Costello, Second by David Waltz, to award the contract for point repairs to sections in the Borough’s sewer mains to the low bidder, General Pipe Cleaning, at a cost not to exceed $9,750.00. MOTION approved unanimously.

Shade Tree Commission: Nothing to report.

Finance: Brian Costello reported that there will be a budget meeting on November 20, 2013.

Property/Borough Building: Nothing to report.

Streets: David Waltz reported that the sign order has been placed. He will have prices for salt by the Work Session on November 25, 2013.

Solicitor’s Report: Solicitor Robert Hunt reported that he will be working with the Tax Collector on delinquent sewer and trash fees. Delinquent Real Estate Taxes are sent to the County in March of the following year. The County website shows the information.

Mr. Hunt contacted Mr. Gray about the short sale of 206 Linden Ave., and the agreement that needs to be executed by the buyer. Any fines for breach of the agreement are payable to the Borough.

Old Business: Nothing to report.

New Business: Diane McGaughey stated the Delaware County Association of Boroughs distributed a survey on topics for its meetings, and asked Council to complete it.

Diane McGaughey thanked Jack Borsch for having the dead tree on Unity Terrace removed.

MOTION by Marlaina Kloepfer, Second by Brian Costello, to authorize the payment of $150.00 to purchase a landline phone list of the Rutledge Borough residents for use by the CodeRed emergency notification system. MOTION approved unanimously.

Public Comment: Len Michael, 209 Sylvan Ave. asked why the Borough had to get an emergency alert system when the County has one. Marlaina Kloepfer stated that the proposed system works like the school district’s. It will be used only for emergencies. Residents can self register their cell phones. There is a one-time cost of $150.00 for the telephone land line list, and $500.00 per year for the service. Ms. Kloepfer, Mayor Cunningham, and Tom Kopp can record emergency messages that will be sent to residents’ phones. Mr. Michael stated that there is a system at the County. Ms. Kloepfer stated that, if there were a missing child in the neighborhood, it would not go to the County’s system. Mayor Cunningham stated that Hurricane Sandy of last year made Council look for a system. Mr. Michael asked if there was a clear definition of an emergency. Ms. Kloepfer reported that a policy was written by the Communications Committee.

Bills for November 4, 2013: 

MOTION by Brian Costello, Second by David Waltz, to approve payment of the bills for the month from the General Fund in the amount of $12,986.17. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to approve payment of the bills for the month from the Gas Fund in the amount of $3,627.35. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:02 PM.
